What is known is that Netanyahu has no intention of allowing Hamas to survive as a military organization and little interest, as the last two years have shown, in the fate of the surviving Palestinians in Gaza. The unasked question today concerns the plan for the future of the battered Palestinian survivors of the horrors of Israel’s violent response to October 7, 2023. For them the long game is far from over.

È impossibile non esprimere solidarietà al popolo e al Governo del Venezuela dopo l’attacco militare di questa notte condotto dagli USA contro il Paese. Un intervento concepito e attuato in totale disprezzo dei fondamentali principi di Diritto internazionale identificati nel dovere di rispettare la sovranità e la uguaglianza giuridica degli Stati. Se già da tempo si era compreso l’intento di Trump di piegare alla sua volontà il Governo Maduro – peraltro considerato illegittimo fin dalla sua elezione -, il ricorso oggi, dopo una fase di crescente tensione, all’uso della forza sostanzia chiaramente e senza ombra di dubbio una vera e propria ingerenza negli affari interni del Paese con violazione della sua integrità territoriale. In essa, infatti, non si percepisce la prospettazione di una dimensione ideologica nella futura politica estera americana, né l’esigenza di proporre e difendere un nuovo ordine internazionale, ma si coglie, per contro, il rifiuto da parte di Trump dell’egemonia della forza su scala planetaria per guardare al futuro economico con concreto realismo (forse anche utilitarismo), non ammettendo contrapposizione tra democrazia e autocrazia, ma una condotta nel relazionarsi agli altri Stati improntata al dialogo. Quello che conta, pertanto, per il Trump della nuova Dottrina, non sarebbe più l’”evangelizzazione” del liberismo economico mascherato dall’esportazione di un modello di democrazia, bensì il raggiungimento di una cooperazione attraverso il negoziato. Orbene, il recente attacco militare al Venezuela negherebbe tutti questi propositi e ripropone la tradizionale aggressività americana come una riaccensione di imperialismo teso al conseguimento degli interessi americani ricorrendo alla penetrazione violenta dei mercati e destituendo governi e regimi contrari con l’uso della forza. Certamente ci sono obiettivi di interesse più immediato per Trump, che lo avrebbero indotto a questa decisione, come il controllo delle risorse strategiche di cui il Venezuela è ricchissimo, ma esisterebbero anche ragioni strategiche di più ampia portata. Ragioni che porterebbero ad immaginare una rivitalizzazione della Dottrina Monroe di più antica memoria, da attuarsi al fine di escludere dall’area latino-americana influenze di attori ad essa estranei. A questo punto il messaggio di Trump diventa chiaro e palese: il Presidente intima a qualunque Potenza esterna – e più specificamente alla Cina - di guardarsi dal penetrare nelle economie latino-americane a discapito degli interessi statunitensi; ma intenderebbe raggiungere tale obiettivo evitando lo scontro diretto, per agire invece sugli stessi Paesi latino-americani comprensibilmente più deboli e, pertanto, inclini ad accettare i “diktat” di Washington.
Tale politica di Trump avrà indubbiamente dei costi. Gli USA perderanno innanzitutto di credibilità internazionale (dando l’impressione che le buone intenzioni del loro Presidente siano scritte con inchiostro simpatico!), ma soprattutto cederanno terreno in termini di leadership morale e di consenso presso gli stessi Paesi latino-americani, costringendo i loro Governi a cercare strategie di riequilibrio con attori d’oltre oceano e rafforzando in tal modo l’asse anti-USA di questa regione. L’attacco al Venezuela sembrerebbe, quindi, gravido di cupe prospettive, non solo per le reazioni contrarie cui potrebbe dar adito, ma anche perché capace di innescare un modello emulativo di condotta utile per altri Paesi in grado di rivendicare diritti e situazioni oggi ancora in sospeso (vediamo quale esempio lampante il caso di Taiwan e quello della rimozione degli Ayatollah per Isreale ). Esprimiamo, dunque, solidarietà al popolo e al Governo del Venezuela, e speriamo che il senso di riprovazione di cui l’opinione pubblica internazionale si potrà fare interprete nel condannare tale odiosa aggressione americana, induca Trump a rivedere la sua posizione, non solo nel circoscrivere l’attacco ad un episodio singolarizzato, ma anche nel rimuovere dalla sfera della sua azione politica il metodo dell’uso e della minaccia dell’uso della forza. Non è più tempo, infatti, di “regime change” forzati e imposti ad altri Paesi con le armi, né di appropriarsi di risorse economiche di altri popoli tramite il ricorso alla violenza. L’Umanità ha bisogno per sopravvivere di politici responsabili e soprattutto convinti che l’unica via per evitare lo scontro è quella della coesistenza pacifica. President Donald Trump is now doing what every American president has done since Israel came into being in 1948: using the power of his office to give the Israel leadership all the public and secret support it needs. Trump has helped free the remaining Israeli hostages from Hamas captivity and has garnered domestic and international praise in the process. What will happen next there, in brutalized and demolished Gaza after the hostages’ release—in terms of Israel’s pursuit of its own interests, the fate of remaining Hamas forces, and the future role of Prime Minister Benjamin Netanyahu—is not known. What is known is that Netanyahu has no intention of allowing Hamas to survive as a military organization and little interest, as the last two years have shown, in the fate of the surviving Palestinians in Gaza. Trump and his advisers are aware of these dynamics. The unasked question today concerns the plan for the future of the battered Palestinian survivors of the horrors of Israel’s violent response to October 7, 2023. For them the long game is far from over.
The Trump administration is playing another long game, or trying to, in the streets of US cities under Democratic Party governance, using existing presidential emergency powers to send National Guard, Army troops and ICE agents to hunt down and arrest suspected undocumented immigrants and detain and deport them, without the due process demanded by the Constitution. What’s happening now may be a trial run for the use of those forces to interfere on the behalf of the president and the Republican Party in states where the Democratic Party has a chance to win crucial seats in next fall’s Congressional elections. I’ve been told by someone with inside knowledge that planning for such action is now under way in the White House...

È impossibile non esprimere solidarietà al popolo e al Governo del Venezuela dopo l’attacco militare di questa notte condotto dagli USA contro il Paese. Un intervento concepito e attuato in totale disprezzo dei fondamentali principi di Diritto internazionale identificati nel dovere di rispettare la sovranità e la uguaglianza giuridica degli Stati. Se già da tempo si era compreso l’intento di Trump di piegare alla sua volontà il Governo Maduro – peraltro considerato illegittimo fin dalla sua elezione -, il ricorso oggi, dopo una fase di crescente tensione, all’uso della forza sostanzia chiaramente e senza ombra di dubbio una vera e propria ingerenza negli affari interni del Paese con violazione della sua integrità territoriale. Ma quello che più sconcerta in questo contesto è il fatto che l’intervento militare americano in territorio venezuelano, anche se più volte minacciato dal Presidente statunitense in un rivisitato approccio alle relazioni inter-americane, incontestabilmente contraddice proprio quei nuovi principi comportamentali che lo stesso Trump si era ripromesso di osservare approvando la sua nuova Dottrina di Sicurezza Nazionale di recente adozione e pubblicazione. In essa, infatti, non si percepisce la prospettazione di una dimensione ideologica nella futura politica estera americana, né l’esigenza di proporre e difendere un nuovo ordine internazionale, ma si coglie, per contro, il rifiuto da parte di Trump dell’egemonia della forza su scala planetaria per guardare al futuro economico con concreto realismo (forse anche utilitarismo), non ammettendo contrapposizione tra democrazia e autocrazia, ma una condotta nel relazionarsi agli altri Stati improntata al dialogo. Quello che conta, pertanto, per il Trump della nuova Dottrina, non sarebbe più l’”evangelizzazione” del liberismo economico mascherato dall’esportazione di un modello di democrazia, bensì il raggiungimento di una cooperazione attraverso il negoziato. Orbene, il recente attacco militare al Venezuela negherebbe tutti questi propositi e ripropone la tradizionale aggressività americana come una riaccensione di imperialismo teso al conseguimento degli interessi americani ricorrendo alla penetrazione violenta dei mercati e destituendo governi e regimi contrari con l’uso della forza. Certamente ci sono obiettivi di interesse più immediato per Trump, che lo avrebbero indotto a questa decisione, come il controllo delle risorse strategiche di cui il Venezuela è ricchissimo, ma esisterebbero anche ragioni strategiche di più ampia portata. Ragioni che porterebbero ad immaginare una rivitalizzazione della Dottrina Monroe di più antica memoria, da attuarsi al fine di escludere dall’area latino-americana influenze di attori ad essa estranei. A questo punto il messaggio di Trump diventa chiaro e palese: il Presidente intima a qualunque Potenza esterna – e più specificamente alla Cina - di guardarsi dal penetrare nelle economie latino-americane a discapito degli interessi statunitensi; ma intenderebbe raggiungere tale obiettivo evitando lo scontro diretto, per agire invece sugli stessi Paesi latino-americani comprensibilmente più deboli e, pertanto, inclini ad accettare i “diktat” di Washington.
ReplyDeleteTale politica di Trump avrà indubbiamente dei costi. Gli USA perderanno innanzitutto di credibilità internazionale (dando l’impressione che le buone intenzioni del loro Presidente siano scritte con inchiostro simpatico!), ma soprattutto cederanno terreno in termini di leadership morale e di consenso presso gli stessi Paesi latino-americani, costringendo i loro Governi a cercare strategie di riequilibrio con attori d’oltre oceano e rafforzando in tal modo l’asse anti-USA di questa regione. L’attacco al Venezuela sembrerebbe, quindi, gravido di cupe prospettive, non solo per le reazioni contrarie cui potrebbe dar adito, ma anche perché capace di innescare un modello emulativo di condotta utile per altri Paesi in grado di rivendicare diritti e situazioni oggi ancora in sospeso (vediamo quale esempio lampante il caso di Taiwan e quello della rimozione degli Ayatollah per Isreale ).
ReplyDeleteEsprimiamo, dunque, solidarietà al popolo e al Governo del Venezuela, e speriamo che il senso di riprovazione di cui l’opinione pubblica internazionale si potrà fare interprete nel condannare tale odiosa aggressione americana, induca Trump a rivedere la sua posizione, non solo nel circoscrivere l’attacco ad un episodio singolarizzato, ma anche nel rimuovere dalla sfera della sua azione politica il metodo dell’uso e della minaccia dell’uso della forza. Non è più tempo, infatti, di “regime change” forzati e imposti ad altri Paesi con le armi, né di appropriarsi di risorse economiche di altri popoli tramite il ricorso alla violenza. L’Umanità ha bisogno per sopravvivere di politici responsabili e soprattutto convinti che l’unica via per evitare lo scontro è quella della coesistenza pacifica.
